The Scottish Government’s Resilient Communities Team, in partnership with the Improvement Service, has developed an online survey to gather insight and information from representatives of Community Councils on a range of resilience issues.
The survey is designed to better understand how Community Councils are supporting local people through emergencies and challenging situations, and what further support might be needed.
The survey findings will be used to inform the support and guidance provided to community groups on resilience issues. Responses will also help to inform national policy by providing a clearer picture of the contribution Community Councils make to Scotland’s national resilience.
The survey is hosted on Microsoft Forms and will remain open until 15 November, with findings reported back to Community Councils through the Improvement Service in Spring 2025. You can access the survey here.

The survey also includes questions to help the Scottish Government continually improve its Ready Scotland website.
The website provides advice for the public on how to prepare their home, family, and business for disruption caused by emergencies, including extreme weather. It also provides information on how to respond, keep safe, and help others in the community when emergencies do occur.
Guidance and resources are available across the site to support partner organisations and community groups in Scotland with their resilience activities, including:
- guidance, resources and templates for community groups
- e-learning modules on the foundations of emergency management in Scotland, partnership working in emergency management, and the role of community groups in emergencies
- social media toolkits to support public communications and engagement on emergency preparedness, including preparedness for severe weather
